Representative Luo Bisheng: The development of the Yuanjiang shipbuilding industry has great potential.
"The development of the shipbuilding industry in Yuanjiang is timely, its momentum has been established, and its prosperity can be anticipated." At this year's Hunan Provincial Two Sessions, Luo Bisheng, a representative of the Hunan Provincial People's Congress and Deputy Secretary of the Yuanjiang Municipal Committee, suggested that the provincial level should pay attention to and promote the pilot demonstration of green and intelligent ship manufacturing in Hunan's inland rivers, supporting Yuanjiang in seizing the new track of green and intelligent ships.
China is a major shipbuilding country in the world, with its international market share ranking first for many consecutive years. In 2022, the Ministry of Industry and Information Technology and other five departments jointly issued the "Implementation Opinions on Accelerating the Green and Intelligent Development of Inland Vessels," making green intelligence the future development direction. Currently, a new round of "two new" policy dividends continues to be released, with key projects such as Hunan's "One River, One Lake, Four Waters" backbone navigation network and the Xianggui Canal accelerating construction. The demand for inland shipping is continuously expanding, and there is huge growth potential in market consumption, bringing rare opportunities for the upgrading of the industry.
Yuanjiang City is located in the hinterland of the Dongting Lake area, encompassing the four rivers of "Xiang, Zi, Yuan, and Li." The shipbuilding industry has a long history. In recent years, Yuanjiang has focused on becoming a strong industrial city, promoting high-quality development through industrialization, technological advancement, and scaling up, and has successively won honors such as "National High-tech Industrial Base," "Hunan Province Characteristic Industrial Town," and "Hunan Province Advanced Manufacturing Industry Cluster."
Currently, Yuanjiang has a total of 59 shipbuilding and supporting enterprises, including 16 high-tech enterprises and 1 listed company. It has formed an industrial pattern with leading yacht and public boat manufacturing bases led by Yaguang Technology and Haiquan Yachts, a steel ship manufacturing base led by Zhonghai and Jinhang, and a production base for outfitting components led by Dihao and Jingyi. New energy products such as solar-powered boats, pure electric yachts, and LNG river-sea direct container ships have created multiple national and provincial firsts. Among them, Yaguang Technology, formerly known as Solar Bird Yachts, went public in 2010, becoming the first yacht stock in the country and has long led the development of the industry in the province; Taohuajiang Yachts successfully settled in the Hainan Province Xiangqiong Industrial Park, leveraging the port for maritime access; Haiquan Yachts, based in the south of Dongting Lake, has soared to the south of colorful clouds and headed to the sea, with boats reaching the Middle East, becoming an outstanding representative of Yuanjiang enterprises. In 2024, the total industrial output value of Yuanjiang's shipbuilding industry is expected to reach 12.5 billion yuan, accounting for 80% of the province.
Luo Bisheng pointed out that although the Yuanjiang shipbuilding industry started early and has a good foundation, it still faces many shortcomings compared to similar cities in the middle and lower reaches of the Yangtze River, such as an incomplete chain and insufficient brand recognition, with significant pressure to advance or regress.
To accelerate the upgrading of the Yuanjiang shipbuilding industry, he suggested focusing on three aspects:
Macro control at the provincial level. It is recommended that the provincial level, based on the positioning of inland shipping, formulate a provincial industrial development plan and propose targeted measures: further improve the provincial coordination mechanism, promote the three-level linkage of provinces, cities, and counties, coordinate and solve major issues in development, and provide more support in finance, talent, and river and lake shorelines.
Promote industrial agglomeration development. Yuanjiang is applying for the "National Small and Medium-sized Enterprises Characteristic Industrial Cluster" and requests the provincial level to accelerate the construction of "Gasification Dongting" and "Electrification Dongting," promote pilot demonstrations of green and intelligent manufacturing in inland rivers, and "Xiang Products Made in Hunan," guiding more enterprises to gather in Yuanjiang City, effectively strengthening, supplementing, and extending the industrial chain, and building a modern industrial system; accelerate the ecological dredging of Dongting Lake, increase the construction of infrastructure such as waterways and ports, and enhance the year-round navigation capacity of "One River, One Lake, Four Waters."
Strengthen leading enterprises and enhance brand recognition. As the only provincial-level advanced manufacturing cluster for shipbuilding in the province, Yuanjiang's leading enterprises to some extent represent the quality and level of Hunan. It is recommended to fully leverage the advantages of existing leading enterprises, increase support for technological innovation, guide enterprises to increase R&D investment, enhance technological content and added value, and improve brand competitiveness.
